2013-2013W9128A-12-D-0010, TO-02, FY12 UMMCA PN 80026 Sludge Drying Beds, Secondary Waste Water Treatment Facility, Kwajalein Atoll. $9.2M, SSHO.  Work includes performing structural repairs at the waste water treatment plant (bldg. 1288) on Kwajalein Island.  Included in the scope of work is a new pre-engineered steel roof structure to protect the sludge drying beds from rain.  Modifications to the existing footings to support the new loads are included in the design, however, at the discretion of the contractor, they may redesign as required.  The project also includes repairs to concrete spalls and cracks in the drying bed stem walls and access ramps for the 3 drying beds on the south end of the structure.

 

 

2012-2013W9113M-11-D-0004, ETOSS-Repair Fuel Pier, Roi-Namur, Marshall Island, $11.3M, SSHO.  The work includes the rehabilitation of the existing steel pile-supported fuel pier by removing all current superstructure construction encasing the existing steel H-piles in concrete-filled steel pipe piles and replacing all of the steel stringers and pile caps; and utilizing precast concrete panels for the new deck construction.  Installation of a new steel sheet pile bulkhead, with east/west alignment at inboard end of pier, and outboard of the existing bulkhead and incidental related work.  Features of work include structural cast-in-place concrete, concrete reinforcing, marine concrete and precast structural concrete; pipe welding, structural steel, welding and ultrasonic inspection of weldments, structural metal fabrications; pier timberwork, fiberglass reinforced plastic (FRP) ladders, grating and doors; high performance coatings, joint sealants and fluid-applied waterproofing; electrical safety and security system and CCTV, exterior lighting and poles; metal sheet piling, steel H-Piles and CIP concrete piles and steel casing; exterior fuel distribution system, valves, piping and equipment valve manholes; dredging and marine fenders.

 

 

 

 

 

 

Previous Work Experience:

 

08/10-02/12DE-AT52-09NA29494, USDOE SLD DICCE Megaports Project at Manila, Philippines; Sealaska Environmental Services, Bellevue, WA; $12M, Safety/Quality Manager.  United States Department of Energy, National Nuclear Security Administration Second Line of Defense Contract, Megaports Project at Manila’s International Container Terminal and South Harbor Container Terminal. This project utilized local contractors to excavate and construct concrete lanes for transporting containers, and install Radial Portal Monitors throughout the container terminal and at container ship docking stations in Manila Harbor. Scope of work also included trenching and installation of electrical and fiber optic utility lines. Lanes were constructed next to, and 27 ft above the water, requiring guard rail and personal harness fall protection, and assurance that water safety measures were in place, including PFD’s.

 

Safety duties performed at the project in Manila, Philippines as Safety/Quality Manager. Develop the site specific safety plan for contractors utilizing EM385-1-1 as a baseline for safe work practices. Provided daily oversight and continual education during construction. Collaborate with Project Manager to maintain current safety knowledge and certification. Promote comprehensive safety program throughout the project.  Conduct site safety audits.  Maintain OSHA 300 log.  Prepare Site specific safety manuals and hazard communications project per project.  Review and interview potential subcontractors for project implementation.  Communicate and translate in Tagalog project requirements to field level subcontractor personnel.  Coordinate and prepare weekly progress reports for stake holders and local authorities. The Sacramento International Airport Expansion was valued at $1.5B with 4 general contractors and 150 plus subcontractors. Overall project consisted of a new runway, 2-story terminal addition, 4-story parking garage, and 4-story hotel. Scope of work also included; concrete construction; trenching/tunneling; scaffold erection and take-down; fall protection; and pile driving.   On this project I was the managing safety director representing the owner. It was my responsibility to develop the OCIP Safety Manual, implement the program and train the contractor safety managers to the requirements outlined in the OCIP Safety Manual. I conducted project safety orientation for over 1,500 workers, organized a project safety committee and provided guidance for project safety managers. I reviewed and approved scope hazard analysis from each contractor as it applied to their work. I maintained a constant presence in the field during construction lending my expertise in safe work practices.
